Keep in mind that issues 12-15 are essentially the evolution of what was initially intended to be the "last issue."
This is where things get convoluted... but it's a good example of what happens when you sit on a project for such a long time and have time to think about it.
Originally, 12 was going to be the last issue, nearly double sized. But as time passed, the "last" issue continued to grow until it was around 80 pages. At that point, Tim and Dave figured that they'd break #12 into two 40 page books, and the series would end at #13.
Following me? Well, obviously, it doesn't end there.
As the market continued to degrade, and Tim found less and less time to work on 12/13 (having to pick up more "page rate" projects), he was encouraged to just go ahead and split the last two issues even further so that he could put out a Faust:LotD book every year or two.
So one massive 80 page "final issue" became four 20 pages issues... which has, in reality become four 21-24 page issues... with Act 15 possibly being stretched closer to the 30-32 page mark set by earlier issues (if Tim add's a new scene he was recently talking to me about.)
I guess I'm just of the mind state that after all this time
I'd like to see this put to bed, and other projects
coming out/finished ( EO being finished, BH, Sinbuck)
than to limp along with what amounts to a
"Here, just so you don't forget about us, here we are"
kinda of issue.

Well, as you can see, the extension of the story isn't some kind of marketting ploy. And the time Tim puts into them is far from being very profittable. So it's really just a matter of the final chapter of the story maturing in Tim and Dave's mind... and growing more body than they ever thought it would.
